欧洲政治的胜利

马德里—经济学,特别是经济学理论,最后通常会屈服于政治指令。正因如此,欧洲快速变化中的政治图景——拜法国和希腊反对德国支持的财政紧缩的选举乱象所赐——注定将影响到欧洲的经济政策。

这一现象在整个欧洲战后时期都存在。事实上,欧洲从松散的关税同盟——欧洲经济共同体转变为单一市场,又转变为如今使用同一货币的欧洲货币联盟,其本身从根本而言就是一次政治运动,当然,这是一次具有战略影响的政治运动。法国希望用欧洲工程将德国套住,以此限制德国的实力,而德国做好了牺牲马克换取法国接受统一的德国的准备——德国的分裂是欧洲一场的恶梦。

毫无疑问,经济稳健的德国对欧洲工程来说是至关重要的,光是想一想德国不愉快所造成的危险后果就能理解这一点。事实上,正是欧元让德国成了欧洲市场的主宰,成为当今世界第二大出口国(2009年被中国超越)。
