纽约报道-全球经济危机将对我们造成的影响是一个世代,而不只是一两年时间的影响,因为这是真正意义上向可持续发展的过渡。近些年,大宗商品的缺乏以及气候变化所造成的损失引发了世界经济的动荡,并最终造成目前危机的爆发。食品与燃料价格的飚升与主要自然灾难在很多方面都起到了重要的影响,如破坏金融市场与居民的购买能力,甚至是破坏了政治的稳定。

从这个角度来看,发达国家与发展中国家在克服危机所要积极采纳的必要措施,就应该是建立起适应21世纪发展的基础设施。这些基建设施就包括了以下几个方面,其一,建立使用可再生能源且效率高的国家电网;其二,建立能传送电话通信与宽带英特网的光纤网络与无线网络;其三,建立用水、灌溉以及排水系统,该系统不仅要能高效地使用新鲜水资源,还要能重复使用这些水资源;其四,建立都市以及城市间的交通运输系统;其五,建设安全系数更强的高速公路;最后,则要建立自然保护区的网络,以保护生物的多样性以及受灭绝威胁物种的栖息地。

短期内,我们需要进行这些投资,来抵销全球范围内消费开支的下降,这是这种下降引发了全球的经济萧条。更为重要的是,这种投资也需要长期进行,因为我们人类所生活的地球挤满了68亿人口(数量仍在增长中),它自身是无法实现经济的可持续增长,除非能采纳可持续发展的科学技术对稀有的自然资源进行有效利用。
