尼古拉·萨尔科齐当选法国总统后法国与美国的关系回暖是联盟影响力“扩大”的主要原因。自从查尔斯·戴高乐建立第五共和国以后,法国不把与美国作对放在首位还是破天荒的头一遭。

上述转变的表现意义深远,甚至可以说是蔚为壮观。从法国对伊朗的态度日趋强硬,到与以色列之间的关系逐渐回暖,更不用说萨尔科齐在美国度假、或者外长贝尔纳·库什内访问巴格达等等具有象征意义的姿态了。这是个全新的法国,一个认真考虑回归北约统一军事架构的法国。
