玩弄克林姆林宫小狗的小把戏

发自莫斯科——让我们想象一个把自己伪装成19世纪俄国男爵的怪人:他留着连鬓胡子,穿一身双排扣礼服,手里还柱着一根手杖。任何一个碰见这种人物的人都会对他嘲笑挖苦一番。现在,让我们假设这个怪人试图把每一个经过他身边的途人都视为自己的仆从。在此情景下他很可能会被狠揍一顿;或者有些乞讨者会迎合他的幻想,好从这个怪人的口袋里弄点钱。

而以上情景中的某些方面恰巧勾勒出了当今俄罗斯同几个前苏联加盟共和国之间的关系,因为目前指导克里姆林宫的对外政策的理论堪称一锅荒谬的大杂烩:既结合了19世纪的“实力政策“,又有20世纪早期的地缘政治理念参杂其中。根据这一观点,每一强权都需要由众多驯服的卫星国来众星拱月般地护卫着。而在这种路线指引之下,北约组织的扩张即代表了美国影响范围的延伸,对于俄罗斯来说显然也是十分不利的。

为了补偿其日益增长的自卑感,俄罗斯召集成立“集体安全条约组织”(CSTO)。按其称谓和纲领性原则,CSTO其实就是一个拙劣的“北约”仿制品。虽然该组织只不过是将白俄罗斯、亚美尼亚、哈萨克斯坦、吉尔吉斯斯坦、塔吉克斯坦、乌兹别克斯坦以及俄罗斯间的双边军事协议强行堆砌在一起,而对此克林姆林宫当局依然感觉良好,安之若素。
