墨西哥城—美洲峰会是这样一件事:大约每三年来一次,巴西以南和以北诸国领导人集合在一起,没完没了地举行演讲,最后一无所获。但这个由美国总统克林顿于1994年创办这一峰会还是有点用的,那就是把主要问题摆上桌面来讨论。

其中有一个问题就是所谓的美洲自由贸易区,这一想法由老布什总统于1990年提出,但在2005年的阿根廷马德普拉塔美洲峰会上谈崩了。出于对老布什之子、美国总统小布什的愤慨,委内瑞拉总理查韦斯率领数千反美游行者反对这一协定。

于是,美洲峰会就成了美国-拉美关系的风向标,尽管这个风向标有时并不怎么灵验。
