中国行为的根源

发自北京——60多年前,美国外交官乔治·凯南发表了一篇激起美国乃至世界舆论的文章《苏联行为的根源》。该文促成了冷战时期的美国强硬外交。如今,随着中国对全球经济的影响力益增大及其军事投送能力不断增纱,怎样理解中国行为的思想根源也就成为了国际关系中的核心问题之一。事实上,深入理解中国外交政策的思想根源有助于防止中美两国之间出现类似美苏那样的强硬对抗。

自2008年以来,中国的学者以及战略研究者对本国外交政策性质的讨论就主要集中在两个方面:即中国外交政策的意识形态基础,以及中国的国际号召力和国际立场——也就是所谓的“软实力”。

主流派被称为“中国学派”。该派与政府观点一致,都坚持将“有中国特色的马克思主义”作为中国外交政策的基本原则。而少数派则认为中国应以本国传统政治思想为基础,强调传统中国哲学中的普世价值。就在中国共产党党报《人民日报》不断发文抨击普世价值这一理念的情况下,党却为中国传统思想的核心人物孔子恢复了名誉,以致在天安门广场东侧竖起孔子的塑像。
