核裁军之路

纽约——大规模杀伤性武器和裁军问题是全世界面临的最严重的挑战。我作为联合国秘书长的首要任务之一就是促进全球公共利益,纠正不尊重边界的挑战性问题。而让世界免受核武器威胁则代表着最高等级的全球公共利益。

我对这个问题的兴趣部分源于我的个人经历。我的祖国韩国曾经遭受过常规战争的蹂躏,而且面对着核武器和其它大规模杀伤性武器的威胁。可是毋庸置疑,这样的威胁并不是亚洲一种特有的现象。

尽管很久以来人们避讳使用核武器,但核裁军仍然只是一种美好的愿望而已。因此,单单是忌讳 使用 核武器是不是就足够了呢?
