中国“海权”的崛起

在一个导弹与恐怖威胁的时代,许多人认为“海洋强国”这一概念已经过时了。但中国却不然。的确,中国正日益强调其海军和海事利益:经济发展、国土管理、能源和食品安全以及贸易。一支有能力促进这些使命完成的海军力量正在迅速发展之中。中国同时也向国外采购军备(大部分来自俄罗斯,在可能情况下也向欧盟采购。)

中国许多的邻国都警觉起来。美国国防部认为中国的目标就是在从南中国海到石油资源丰富的中东的海路上建立一系列的军事和外交战略基地—所谓的“珍珠串”。

中国不仅寻求稳定其石油供给,还另有更广泛的安全目标。例如,中国正在巴基斯坦西南部修建瓜达尔(Gwadar)军港。该港处于扼波斯湾咽喉的战略地位,拥有监控进出霍尔木兹海峡和阿拉伯海的船只—包括军舰的电子监听设施。
