巴黎——新兴经济体在全球崛起让人们对经济发展和全球合作充满了乐观情绪。但是朝多极世界秩序的转变并没有带动多边主义。现实恰恰相反:国家主权逻辑卷土重来,各主要经济体在从安全、贸易到气候变化等问题上一贯破坏合作机制。

想想联合国安理会在叙利亚内战问题上的混乱态度。两年前,安理会通过决议授权在利比亚实施军事干预——这是执行联大2005年一致通过的“保护责任”(R2P)原则的首项决议。

不过新兴大国很快认定西方将保护利比亚平民作为政权更迭的借口(尽管从现实角度讲,不可能在不推翻卡扎菲政府的情况下保护利比亚平民)。现在,这些国家大都拒绝接受保护责任,将其视为西方政府企图令侵犯国家主权行为合法化的一种工具。
