IMF实现民主的必由之路

从智利到中国, 许多新兴市场国家一段时间以来都在呼吁国际货币基金组织—国际金融体系的神经中枢—需要变得“民主”。他们需要在下一次该组织对如阿根廷、巴西、印度尼西亚和土耳其等某一新兴市场国家实施援助时对政策有更大的影响力。(不幸的是,虽然现在的市场环境良好,但对于某些国家而言肯定会有下一次。)同时,随着集最佳经济政策之大成的新“华盛顿共识”浮出水面,发展中国家需要觉得在其设计中有自己的一份努力,不论是功劳还是苦劳。

我对此完全赞同。IMF公认的“民主赤字”是对该组织的政治合法性和在危机中保持稳定的能力的严峻挑战。但是让我们都要明确一点,即只有当中等收入的发展中国家准备好用硬钱来兑现其高谈阔论时,真正的民主才会到来。

由于美国已当仁不让地成为世界上最不计后果的债务国,IMF的民主化正当时。美国挥霍了全世界75%的储蓄余额。现今,甚至连从韩国到俄罗斯再到墨西哥的一度破产的政府手里也攥着大把的美元。为什么不让这些美元物尽其用呢?
