多哈回合贸易谈判香港会议的结果令发展中国家感到万分沮丧,因为富裕国家在农业自由化问题上的进展极为缓慢。因此进一步提高要求,要求跨过贸易而把投资作为我们首要议题的想法显然不仅天真、而且有害。但真正名副其实的“发展回合”能否忽视这样的挑战?

多哈回合谈判本打算探讨投资问题,但发展中国家却选择降低议题等级,把重点转移到农业问题上。事实证明,这样的策略利弊参半。

在中国、巴西、马来西亚和墨西哥,国外直接投资(FDI)占到了固定资产构成总额的8%到12%¾而且不增加任何债务负担。尽管最不发达国家吸引的投资还不到北南投资总数的3%,但这些投资在其国内生产总值中所占的比例却达到了3%以上,高于发展中国家的平均水平。
