伊拉克宪法的前途

        宪法进程对全体伊拉克人而言都是一个充满希望的里程碑。历经几十年不断强加的宪法后,经选举产生的国民会议监督了一部新的永久性宪法的起草进程。宪法草案将在10月15日交由伊拉克普通民众投票表决。

        有关不同宪法条款的议论大多数都未切中要害。无论全民公决成功抑或失败,也无论宪法文本的细节,最重要的是在全民公决之前和之后在伊拉克建立了宪法进程和制度。

        伊拉克国民会议在这一任务上大体获得成功。尽管伊拉克过渡宪法授予国民会议独有的宪法起草控制权力,国民会议还是明智地超越其成员以外,建立了宪法起草委员会。
