飘忽不定的中东和平进程

发自特拉维夫——转眼间,马德里和会已经过去了整整20年,而美国前总统克林顿召开戴维营以巴领导人谈判的失败壮举也是10年前的事了,这让人不得不得出结论:所谓以巴和平进程,不过是现代外交史上一场伟大的骗局罢了。

而和平进程之所以失败,原因就是在政治可行性和达成协议的必要条件之间存在着相当明显的分歧,而双边各方却无力将其弥合。以至于在可能性必要性之间左右为难的以色列人和巴勒斯坦人,都已经学会了如何在没有和平方案的情境下生活。

当国际舆论都倾注在加沙的苦难之上时,巴勒斯坦“问题”对许多以色列人来说似乎是件非常遥远的事情。矗立在西岸的隔离墙以及阿里埃勒·沙龙从加沙撤军的举措已经有效防止了犹太人和阿拉伯人之间的日常摩擦。而以色列人也已经失去了解决巴勒斯坦问题的紧迫感——他们正把心思放在不断增长的经济上,最近还得到了奥巴马不会背弃以色列的承诺,更何况在西岸地区的反巴勒斯坦恐怖活动也取得了成果,此外还成功阻止了哈马斯发动另一场战争的企图。
