发自剑桥——朝鲜究竟出了什么问题?在上月23日,朝鲜人民军向位于两国争议领海边界的韩国延坪岛倾泻了近200发炮弹,致使4人(包括两名平民)丧生,摧毁数栋民居建筑。这些平民原本是应该被撤离的,而他们的出现则使朝鲜的袭击比3月击沉韩国天安舰并导致46名海军人员丧生的事件更具爆炸性。

而就在延坪岛事件几个月前,朝鲜向一个美国科学家代表团展示了一个事前并未公开的新铀浓缩设备,而该设备将提升该政权的核武制造能力。

朝鲜的核武器计划已经困扰了全世界近二十年。平壤当局背弃了《核不扩散条约》的义务,并在1990年代初秘密重新提炼了足够的钚元素并制造了两颗原子弹。在1994年退出了由美国克林顿政府调停的限制性协议之后,朝鲜驱逐了国际原子能机构的监察人员并开始重新提炼核废料,生产了出足以另造6颗原子弹的钚。
