美国公众舆论的一致反对是导致把6家美国港口交给一家阿拉伯公司管理的提案未能通过的关键因素。但迪拜口岸世界的失败使美国的贸易伙伴和全球化倡导者们感到十分不安,因为在他们眼中,这标志着美国实行经济开放的决心正日渐衰退。

实际情况并非如此。最近的民意调查显示:美国人仍然不改其推进全球化的初衷。但在2001年9月的恐怖袭击发生以后,美国人认为需要重新对开放经济进行界定,也就是在汽车和电视等传统货物的基础之上,还要融入符合公众利益的安全等内容。若非如此,推进全球化的决心就背离民众的需求。

否决迪拜港口协议或由于担心恐怖分子而限制外来务工者的流入并不能构成通常意义上的保护主义。保护主义一般是私人利益对公共利益的颠覆,如农民因为竞争性进口限制而收取高价。
