民主的局限性

一直游离在议会之外的好战组织哈马斯在巴勒斯坦地区的当选提醒我们:民主并非无所不能。生活在老牌民主国家的人们绝不会因为自己支持的一方没有获胜而感到意外。民主的实质就是政党竞争,除非各党派结成“大联盟”,否则它们不可能全部获胜。但如果在选举中获胜的政党根本无意遵守民主进程中最重要的规则又当如何?

这让人们想起了希特勒,当时他的政党并没有获得50%的选票,而他却最终因为得到了议会多数而攫取了政权。不久以前,欧洲后共产主义国家举行的大选使民主资格非常可疑的人登上了宝座,而且对这些人来讲,“可疑”已经是最委婉的说法。

这里并非要在哈马斯和任何政治力量之间进行对比。但人们一定会感到疑惑,为什么赢得选举的党派成员竟有几位被关押在以色列的监狱,而其它人也不太可能获得许可,进入自己已经当选的国家,这种情况将使新议会无法正常运转。
