Die Grenzen des Bonapartismus

PARIS – Nach vier Jahrzehnten ist Frankreich zum integrierten Militärkommando der NATO zurückgekehrt. Mit einem Schlag hat Präsident Nicolas Sarkozy eine der Säulen der französischen Politik und des Erbes von Charles de Gaulle, dem Gründer Sarkozys eigener Partei, umgestoßen.

Die Entscheidung entspricht Sarkozys Regierungsstil seit seiner Wahl 2007. Egal ob er eine Reform des französischen Justizwesens anstrebt, Frankreichs Verwaltungsgebiete neu einteilt, neue Bündnisse der Mittelmeerländer vorschlägt oder ob er Frankreichs ambivalente Außenpolitik, mit den Vereinigten Staaten auf einer Linie und gleichzeitig nicht auf einer Linie zu sein, zu beenden scheint: Sarkozy ist auf jeden Fall ehrgeizig.

Das Problem ist, dass sich bei Weitem zu viele von Sarkozys Entscheidungen als rein symbolisch erwiesen haben, wie die unglückselige Mittelmeerunion; als schlecht geplant, wie die Justizreform, die praktisch von der gesamten Anwaltschaft abgelehnt wird; oder als offenkundig im eigenen Interesse, wie die Reform der Verwaltungsgebiete, bei der es ihm irgendwie gelungen ist, nur jene Departements und regionalen Verwaltungsbezirke abzuschaffen, die von den gegnerischen Sozialisten regiert wurden.
