        科索沃常被冠以“人道主义”干预概念的试验。但是,随着伊拉克陷入混乱,世界各国的外交官和领导人开始再一次诘问自己:当一个主权国家看似无力或不愿保护其公民免受种族灭绝、战争罪或是种族清洗之时,各国联盟或国际社会作为整体予以干预是否恰当。

        这一辩论的核心是所谓的“保护责任”主义。过去五年来,作为联合国任命的科索沃巡视员,我有得天独厚的机会观察到1999年北约在前南斯拉夫干预后这一主义的后果。科索沃随之成为由联合国驻科索沃临时行政当局特派团领导的社会建设的国际试验场。

        试验一词恰如其分。事实上,科索沃已成为国际干预试验的皮氏培养皿。我在科索沃生活工作已久,足以目睹迄今为止的效果。我承认,这样的试验需要进一步研究。
