联合国不可或缺

        九月举行的联合国第六十届首脑高峰会议反映了联合国在诸多领域中的力量和重要性。国际社会必须在这些领域内通力协作。不幸的是,这次高峰会议也暴露了联合国的弱点和局限性。

        联合国成立于二战结束,其初衷是防止另一场类似二战的大灾祸。目前,联合国的职责已大大超出维护和平的范畴,而这些新职责与维和同样重要。例如,五年前在联合国千年首脑会议上通过的千年发展目标宣告了国际社会决心降低各种形式的贫困,并确定了在2015年前所要实现的明确目标。

        鉴于必须调和各种利益,在这些复杂的问题上达成政治上一致绝非易事。成功需要外交斡旋和耐心,联合国本次峰会朝着建立担负人类福祉的国际社会的方向继续前进。
