亚洲的资源争夺战

新德里——由水、矿石和化石燃料等战略自然资源所引发的竞争一直在国际政治经济秩序的形成中发挥重要作用。但当前竞争已趋于白热化,几乎所有的亚洲国家都牵涉其中,三十年的人口增长和经济快速发展导致这些国家对严重短缺的主要商品胃口越来越大。

亚洲是世界资源最贫乏的大陆,对自然资源的过度开采已经诱发了造成地区气候变化的环境危机。比方说,由于罕见的高海拔及低纬度,冰储量居世界第三位的青藏高原升温速度几乎是全球平均速度的两倍,对亚洲的淡水供应造成严重的潜在威胁。

换言之,资源危机、环境危机和气候危机相互影响,对亚洲的经济、社会和生态未来构成严重的威胁。城市化、工业化和人口增长进一步加剧了资源压力,造成某些城市水资源严重短缺、环境日趋恶化(经历过北京雾霾天的人都可以作证)。化石燃料及用水补贴致使这两个问题进一步恶化。
