欧洲所谓的绿皮书、或美英两国所谓的白皮书往往不过是辞藻华丽的文章而已¾政府研究显示全国性的政策很少能够真正实施。欧洲委员会最新发布的国际移民绿皮书也不例外。

事实上,这本绿皮书混合了缺乏逻辑和尚未成熟的思想,目的是“发起关于移民问题的公众讨论”,“从中选择一种自下而上、而不是自上而下的解决方法。”可尽管提出了“在欧洲范围内协调经济移民政策”的目标,绿皮书从一开始就申明上述事务由国家政府全权管辖。书中提出的有些规定根本无法付诸实施¾因此对移民及其雇主来讲不过又是些需要庞大的官僚机构加以执行的官样文章。

如果决策权继续由国家政府掌握,那么协调国家移民政策不过是个梦想。没有任何迹象表明,欧盟有关经济移民的国家规定正在相互融合。
