The IMF's Moment

华盛顿特区-世界正处在前所未有的金融危机之中,其影响涉及到所有的国家。国家间互相协调后已采取了规模和范围都属独特的措施,以恢复市场信心并减少危机对世界经济造成的损害。美国总统布什已邀请世界各国领导人于11月15日在华盛顿举行首脑会议,以规划一个可以防止这样的危机重演的新金融架构。国际货币基金这个全球唯一的有着保护金融的稳定责任的机构,可以发挥核心作用。

对国际金融体系的改革重点应放在改善金融监督、创造更加透明的金融市场、对金融危机的有效的早期预警系统以及更好的国际政策的协调方面。

这场危机已清楚表明,国家对在全球范围内经营的银行业的监管是不够的。监管上的差距给其它国家带来了溢出效应。在全球范围内运作的银行都缺失解决危机的机制。很显然,需要在国际间进行监管方面的协调。
