海地奇迹?

今春,海地的总统选举令人遗憾地使该国本已受损的声誉进一步蒙羞。看似矛盾的是,当前是海地现代史上摆脱长期赤贫和动荡的最佳时机。

乘飞机到迈阿密只需一小时的海地,在与非洲撒哈拉以南最贫穷地区接近的贫困线上挣扎。然而,和世界上许多因与外界隔绝而陷入赤贫的地区不一样的是,海地虽然就在世界上最大的市场旁边,却仍然极度贫困。如今,海地有机会将地利转化为竞争优势,不过前提是美国出手相助。

美国的另一个邻居墨西哥曾经发出一个著名的哀叹:“离上帝太远,离美国太近。”和墨西哥一样,海地与美国的毗邻关系在其历史上的作用也有利有弊。当然,靠近美国应该有利于出口和吸引投资。
