柏林——美国前国务卿马德琳·奥尔布赖特曾经用“不可或缺的国家”来形容美国。全球目前的事态发展证明了她的正确性。但当前的事态发展却几乎全部是反面证明:今天,一次又一次危机中美国领导作用的缺失彰显出美国的重要性——最显而易见的例子是叙利亚危机。

实际上,以政治含糊、动荡甚至混乱,而非国际新秩序为特点的后美国世界正在我们眼前成形。这种情况非常不幸而且充满危险,甚至连铁杆反美份子也开始怀念过时的美国世纪和美国维护全球秩序的作用。

无论从主观还是客观方面,美国都不愿也不能再发挥这样的作用。个中原因非常复杂:比如说付出巨大“生命和财产”代价的十年大中东战争;金融经济危机;巨额公共债务;调整定位转向国内问题;以及太平洋事务成为新的焦点。此外还有相对于中国和其他新兴大国崛起的美国相对衰落问题。
