大博弈的新玩家

发自新德里——两场“大博弈”最近正在南亚地区隆重上演。在西部,阿富汗——以及亨利·基辛格所谓的“伊斯兰圣战者”——正在向国际秩序发起挑战。在东边,大批中国军队已经进驻克什米尔喀喇昆仑山脉巴勒斯坦控制区的高山要塞,而该地位恰好于风景如画的吉尔吉特-巴尔蒂斯坦地区,附近就是印巴相互对峙交火的主战场——锡亚琴冰川。

据吉尔吉特-巴尔蒂斯坦国民大会党主席,来自斯卡杜地区的森吉·哈桑·舍尔林称,目前进入该地区的中国人民解放军“可能超过1万1千人”,还额外部署有“工程兵部队”。他还声称中国在该地区投资了“数十亿美元的大型项目,包括高速公路,隧道以及油气管道”,而且“显然不是来无私奉献的”。

而中国则声称一批部队出现在巴基斯坦是出于另外一种“无私”,对克什米尔地区以及整个巴基斯坦都是有益的。事实上本年度的强季风雨天气对该地区造成了极大破坏,冲毁了公路和桥梁,并导致山区近50万人无家可归——失去了“住所,农场,动产”,甚至“墓地”。而且该地的受灾程度比罕萨地区有过之而无不及,在今年1月一场暴雨席卷了罕萨地区,数千人财产尽失,几座村庄惨遭夷平,大雨甚至制造了一个极不稳定的人造湖。
