经历了这代人最严重的经济衰退之后,世界经济又恢复了增长。如今,世界的焦点又回到了政府的巨额财政赤字以及不断膨胀的政府债务上了。本年度的赤字占GDP的比重,拿美国来说,已经达到了令人吃惊的13.5%,是1980年代初期经济衰退时期最高峰值的两倍。其他主要国家的比重如下:英国14.4%;法国8.2%;印度8.0%;日本7.4%;意大利5.4%;德国4.7;中国4.2%;加拿大2.4%。

由于经济的衰退,税收收入开始下滑,社会福利支出不断升高,很多国家为了刺激经济,采取了减税和增加政府消费。赤字的产生主要用于这些政府救助项目的支出,美国政府救助项目的金额达到了创纪录的水平,占GDP的4.8%,中国在2008年到2010年之间的政府救助支出占          GDP的4.4%,德国和加拿大居中,英国,法国和印度则规模较小。
