马德里—11月6日,奥巴马或罗姆尼将从旷日持久的选战中胜出,称为未来四年的掌舵人。在大洋彼岸,11月8日,2000多名中共代表将在北京开会。大约一周后,新的政治局常委将从层级序列中脱颖而出,准备接管有着13亿人口的增长之国。

世界最大的两个经济体面临着领导人交接班。世界本身也是如此。特别是中东正在经历密集转型的时刻。重建——不管从字面意思还是引申意思看——正在该地区的一些部分萌芽,叙利亚等国家正在燃烧。伊朗等其他国家还在做困兽之斗。尽管经济萧条,伊朗仍然好斗不已,通过其黎巴嫩代理人真主党发动了至少一次针对以色列的成功的无人机空袭,最近,据说还发动了网络袭击。

结果,地区势力间的关系依然紧张。以色列总理内塔尼亚胡在联合国大会上呼吁在2013年春天或夏天为伊朗核计划划定一条“红线”,现在又呼吁提前进行大选,以便让他牢牢掌握对伊朗采取行动的指挥权。与此同时,埃及还在寻找自己的均衡,既包括国内均衡(起草新宪法),也包括外交政策均衡。
