芝加哥——正当各国政府试图将是全球经济带出经济危机之时,贸易保护主义的呼声有所抬头。很多国家的领袖还没有意识到这一点。不幸的是,国与国之间的贸易对话形同虚设,他们相互都在指责对方,没有任何实质性和有效性的协议可以达成。然而,全球金融体系的改革又迫在眉睫——20国峰会的峰回路转式的结局更令人觉得眼花缭乱。

贸易保护主义不仅仅表现在提高进口产品的关税上。任何政府阻碍货物,服务,资本的流动,任何有碍全球生产力的提高,有利于本国制造商或服务商的行为都可以看作是贸易保护主义。因为它降低了全球整体的效率。例如,政府对跨国银行施加压力,让其给本国银行提供贷款,从国外分支机构提取流动资金都可以看做是贸易保护主义。还有的例子包括对跨国银行注资时,明确地要求必须给本国员工保留就业机会等。

这些行为之所以有问题,原因在于它阻碍了资金的有效流动。同样,外国政府也可以用同样的方式来对付非本国的银行。如此这般地恶性循环。由于此项政策,外国银行不得不在压力下,裁减自身的员工来保留低效率的所在国员工。更为严重的是,一些国家的民众,尤其是在一些不能有效管理的贫穷国家,产生对全球化一种怨恨的情绪,这在某些跨国公司看成为是“木马”病毒。
