法国人闹不明白

美国剑桥——法国政府似乎还没有明白欧元——法国于其他16个欧盟国家共同使用的单一货币——的真正意义。

现在,对于自己遭到信用降级的前景,法国官员的反应是猛烈抨击英国。法国央行行长努瓦耶(Christian Noyer)指出,评级机构要降级应该从英国开始降。财政部长巴鲁音(Francois Baroin)最近宣称,“就经济而言,宁可当法国人,不愿当英国人。”甚至法国总理菲永也指出,英国的债务和赤字都高于法国。

法国官员显然没有认识到英国处于欧元区之外这一事实的重要性。英国处于欧元区之外,所以有其自身的货币,这意味着英国没有债务违约风险。当英国政府债务本息到期时,英国政府总是可以通过创造更多的英镑来履行自己的义务。相反,法国政府和法国央行就不能创造欧元了。
