40年的巴勒斯坦悲剧

四十年前,以色列通过闪电般的六日战争,击溃了埃及、约旦和叙利亚的军队,占领了(约旦河)西岸、加沙和戈兰高地。今天,要结束那年六月开始的对巴勒斯坦领土的占领,似乎也只是一个遥遥无期的梦了。

作为这已持续数十年的僵局的结果,正在加沙上演的索马里式的混乱和内战一方面可以归咎于制定不力的以色列政策,另一方面则是拜美国政府所赐。在长达六年的时间里,美国政府将以巴和平事业带到了谷底。但是如果将巴勒斯坦人在建立一套有序的自治体系方面的失败完全归咎于以色列占领和美国政策的恶性作用则有误导之嫌。

巴勒斯坦危机首先是一场领导力危机。诚然,阿拉法特不是一位模范的民主主义者,但他的魅力和政治敏锐对将巴勒斯坦各派系团结起来至关重要。现今,甚至连阿拉法特自己的政党“法塔赫”也不能自称为一个团结一心的组织了。哈马斯在2006年一月选举中胜出在很大程度上是因为法塔赫在阿拉法特的继任者阿巴斯领导下的四分五裂。
