利物浦——发达国家非常熟悉那些不分贫富贵贱都有可能罹患的病毒感染造成的全球性威胁。非典型肺炎、禽流感和猪流感的肆虐已造成全球经济约2000亿美元的损失。这些威胁因人类与动物的接触而频繁发生,难以预料。政府、联合国机构、主管部门和制药业必须迅速做出反应,进行协调、监督和生产疫苗。

但是在发达国家看来,发展中国家的疾病只有三种值得重视:艾滋病、肺结核和疟疾。这种看法的产生在于宣传和这三种疾病可能威胁到发达国家的认知。结果,这三种疾病的研究和控制得到了多得不成比例的资金,而与此同时,更多的人——“最底层的十亿人”——因为其他疾病而死亡、致盲、畸形、残废,几乎无法得到治疗。
