财政悬崖和美国的外交政策

普林斯顿——全世界都应该忧心忡忡。美国总统奥巴马和国会共和党人无法在1月1日强制深幅削减开支和增加税收措施生效前达成妥协的可能性是真实存在的。全球市场都了解美国跌落“财政悬崖”的风险,并且都在紧张地注视着。他们知道这样的结果完全可能将美国和全世界再次拖入衰退之中。

世界各国的外交部也怀着同样的紧张情绪。除非美国能理顺财政状况,否则将被迫让出一系列全球关键问题上的领导地位。

短期内,叙利亚及其邻国已经为奥巴马再次当选后无力关注国内政治以外的其他事务而付出了代价。我认为叙利亚危机已临近转折点:尽管巴沙尔·阿萨德总统显然将垮台而反对派将获胜,但最后阶段的持续时间将成为决定谁能以何种条件掌权的关键因素。
