不幸的是,事情并不那么简单。政府不再有秘密并不意味着公民万事皆知;更多的控制也不意味着对公共制度的更多新人。比如,当美国选民得知小布什对伊拉克动武时根本没有确认后者拥有大规模杀伤性武器时,他们仍选了他连任总统。类似地,意大利人让贝卢斯科尼执政超过十年,尽管关于他举措不当的报道不绝于耳。
