贬值的美元

坎布里奇——当欧元比美元汇率达到1.52的历史高点的时候,欧洲央行行长让-克洛德·特里谢告诉媒体他对欧元的快速升值势头感到忧虑,并希望“强调”美国财政部支持强势美元的官方政策。其他几位欧洲财政部长随后也发表了内容相似的讲话。

当然在事实上,美国并不存在专门的美元政策——除了让市场来决定美元的价格。美国政府不干预外汇市场来支持美元,美联储的货币政策肯定也不是出于这样的目的。但美联储也没有特别要 降低 美元的汇率。尽管2007年夏天将联邦基金利率从5.25%降到3%造成了现在的美元贬值,但当时这样做的目的是为了刺激疲弱的经济。

尽管如此,至少从克林顿时期的财长罗伯特·鲁宾(Robert Rubin)开始,历任美国财长每当被问及美元价值时,都无一例外地重复着一句老生常谈,那就是“强势美元对美国的发展有利”。而尽管这样的回答比“无可奉告”要显得积极,但却代表不了现在和未来美国政府实际实行的政策轨迹。
