攻击中国的失败

随着中国的快速增长越来越多地影响着全球范围内的多种事务,美国总统候选人也越来越喜欢把美国国内的某些问题归咎于中国。但在本年度的美国总统竞选活动中,攻击中国的言论几乎已经不复存在。有很多原因共同造就了这个可喜的变化。

近些年来,中国在美国大选中常常难逃厄运,成了总统候选人们煽动民众情绪的牺牲品。中国实行的将人民币与美元挂钩的汇率政策,被说成是美国贸易赤字的罪魁祸首。更不用说美国与中国的双边贸易赤字,甚至连香港的份额也被算了进来,据说这占到了美国赤字总额的近五分之一:日益增长的中国商品进口和美国公司的直接投资被看作是失业率居高不下的元凶。

与此相似,中国银行业和国有企业尚未完成的改革成了国家补贴倾销行为的罪证。尽管眼下私有公司已经成了中国出口贸易的主力,而这些公司几乎从未得到过国家银行的贷款支持。以前的总统候选人总是信誓旦旦,要保护美国公众的就业机会不受中国所谓不公正贸易行为的侵害,以此来赢得劳动阶级的欢心。就业问题甚至可能被进一步利用,发展中国家常见的工作环境差、工资水平低、童工和其它问题也无一例外成了博取支持的武器。
