欧盟与民主的较量

发自罗马 —— 如果想让欧盟有效维护民主和法治的基本价值的话,其中一个方法就是通过实施外部合作计划( External Cooperation Programs ),在地方当局的邀请之下,该计划能够以选举协助项目以及选举观察团的形式提供支持。

据此在 2009 年的工作进程中,欧盟向好几个国家派遣了选举观察团,包括莫桑比克、阿富汗、几内亚比绍、黎巴嫩,马拉维和玻利维亚。就在本月欧洲议会还派员观察了乌克兰总统大选。而在每次任务结束之时,选举结束几天之后,观察团团长(通常都是欧洲议会议员)首先会就整场选举以及选举的全部操作过程撰写一份初步报告,然后在几个月之后提交一份最终报告。

在去年的 12 6 日,伊沃·莫拉莱斯再次以超过 60% 的得票率当选玻利维亚总统。而在欧盟观察团团长,欧洲议会议员雷娜特·韦伯的初步报告中,则认为整个选举过程总体上是符合民主选举的国际标准的,此外玻利维亚选举委员会的运作也是透明,中立和有效的。
