北约在阿富汗取得成功的时机正在溜走。11月28-29日在里加召开的北约峰会可能是把该国从悬崖边缘拉回来的最后机会。

10月,北约承担了保证所有阿富汗人安全的责任。2万名驻阿美军中,除了8000名左右独立行动外,其他的都已加入北约历史上最为雄心勃勃的军事冒险:国际安全援助部队(ISAF)。
