马德里—几百年来,世界经济的焦点第一次出现了东移。美国开始将“支点”设在亚洲,特别是中美关系,似乎一直修昔底德陷阱周围起舞——作为历史范式,崛起大国难免与现有大国发生碰撞。但是,考虑到中美两国在国际事务前沿彼此均相当谨慎,欧洲应该如何游刃有余于其中?

欧盟正站在关键性的历史分隔点上,我们需要有自己的东向支点——建立在欧洲的优势上的明确果断的亚洲战略。尽管欧盟人口只有中印之和的五分之一,在亚洲的军事部署也可忽略不计,但其12.6万亿美元的经济规模是世界之最。

亚洲国家政府对此也有所注意,亚洲国家严重依赖经济增长解决年轻且不断增长的人口的就业和繁荣需求。目前亚洲已超过北美成为欧盟主要贸易伙伴,占其总贸易规模的三分之一。光是与中国的贸易每天就超过10亿欧元,仅次于美国。
