欧盟的科索沃催化剂

科索沃的宣布独立把西巴尔干地区的稳定问题又重新被摆上了欧盟的议事日程。除欧盟立即展开行动,否则整个地区将发生倒退,并且带来严重的社会、经济和安全后果。欧盟需要在整个地区采取统揽全局的方法,重点关注为使每个国家都朝获得成员国资格的方向努力而在接下来需要采取的步骤。

西巴尔干地区这个自1999年起开始使用的名词包含了阿尔巴尼亚、波斯尼亚、黑塞哥维那、克罗地亚、马其顿、黑山、塞尔维亚和科索沃,总人口大约为2200万。这个地区的经济发展前景非常好,受工业产值和出口量持续增长的推动,几乎所有经济行业都保持了高速增长。国内投资也在稳步上升,因为企业似乎相信现有的政治和安全挑战也就是科索沃独立后以及波斯尼亚的不安定可能造成的负面影响将很快被克服。

为了重建和改善地区关系已经做了大量的工作。欧盟领导的《东南欧稳定公约》自1999年以来成功地促进了地区间的跨国界合作,在南斯拉夫解体后还是第一次有这样的合作。它们在能源、交通基础设施(公路、铁路和水道)以及预防犯罪方面都展开了良好的合作。《稳定公约》现在已经被转交给地区管理,新的管理部门是总部设于萨拉热窝的地区合作委员会,它将为其成员国制定地区和多边关系标准。
