欧盟的全球使命

在某些角落,悲观主义笼罩了最近庆祝欧盟成立50周年的活动。这是令人难过的。当然,担忧欧盟的未来,特别是考虑到重新启动欧盟宪法的努力难以确定是可以理解的。但是欧洲联合进程不仅对于欧洲,乃至整个世界都是巨大的成功。

欧洲人对于其GDP增长与美国相比不应当感到沮丧。当然,在完善其经济联盟、包括降低失业率以及振兴经济活力上欧洲面临巨大的挑战。但是,尽管美国的人均GDP一直在上升,大多数美国人现在不如五年前。年复一年地让大多数公民不如从前的经济不是一个成功的经济。

更为重要的是,欧盟的成功不应当仅仅用某一具体的法规、甚至是经济联合所带来的繁荣来衡量。毕竟,欧盟创立者的策动力是长久的和平。他们希望,经济联合将会导致更大程度的理解,贸易最终产生极大的相互交往支持促进相互理解。相互依存增加将会使得冲突难以想象。
