巴黎—不管欧洲政治谈判的困难性多么显而易见,最终的结果总是不出人意料。旨在确保达成2014—2020年欧盟预算协议(即所谓的多年财政框架,MFF)的欧盟峰会将在本周晚些时候举行,这场峰会的背景基调可以用两个字形容:紧张。
