欧盟必须开始和土耳其的谈判

在去年的12月17日,欧洲理事会决定在今年的10月开始与土耳其的入盟谈判,并向土耳其政府提出了两个条件:(实施)以加强法制和人权为目的的综合法律体系改革和批准《安卡拉协议》的《修改协议》。该《协议》将欧盟的关税同盟扩大到包括塞浦路斯共和国在内的所有新成员国。土耳其满足了这些条件:法制改革在6月1日正式实施,该《协议》也在7月29日签署。

土耳其正式承认塞浦路斯共和国及其在该岛北部的延伸并不是启动入盟谈判的前提条件。这是一个与联合国秘书长安南通过谈判达成综合解决方案,以促成该岛统一的努力相关的复杂事件。

去年,土耳其和塞浦路斯土耳其族社团接受了秘书长的提议,但塞浦路斯的希腊族方面却拒绝了。我们有足够的理由期待安南会很快再次开始斡旋,并在土耳其可能加入欧盟的2015年前后以积极的方式解决这一问题。因此,塞浦路斯问题不应该成为启动谈判的障碍。
