欧盟在阿富汗碌碌无为

撤回英国的阿什顿为联合国阿富汗特使侯选人的任命意味着国际社会在那个陷入黑暗的国家将开始用同一种声音说话还有待时日。现在迫切需要大家发出共同声音,因为六年的战争以及北约历史上规模最大的军事行动没有能够制服阿富汗的叛乱分子,而日益腐败的卡尔扎伊总统政府则必须依靠国际力量的持续存在才得以维持下去。

阿富汗依然是世界上倒数第五的最贫穷国家和最大的鸦片生产国,而薄弱的中央政府因为受到军阀和塔利班叛乱分子的挑战而进一步削弱了。出现这样的结果有许多原因,但是欧盟至少要承担部分的责任。

在纸面上,欧盟似乎做出了很大的努力。有25个欧盟国家派兵参加了北约在阿富汗35000人的强有力的部队,差不多占现在全部驻军的一半。欧盟国家指挥着三分之一的省级重建队,并且和欧盟委员会一起支付了这个国家在2001年三分之一的重建费用。
