教育的万灵药?

许多人把教育看成是一剂万灵药。他们相信通过注入金钱提高教育水准,就可以使社会发生转变。但是,尽管相信教育的力量是正确的——事实上,许多学者认为它能够创造出更健康、也更成功的公民,这种热忱并没有告诉我们怎样才能使更多的孩子更久地呆在学校里,或者怎样确保他们在学校里能学到有用的技能。

今天,实际上每个拉丁美洲和加勒比的孩子都上小学,并且绝大部分孩子会完成几年的中学教育,与半个世纪以前相比这是一个令人瞩目的进步。然而拉丁美洲和加勒比的孩子每一年在学校里获得的技能比那些高收入国家甚至一些发展中国家的学生要少得多。当地的孩子获得教育成功的机会非常之小。危地马拉、海地、洪都拉斯、尼加拉瓜和巴拉圭相比其他拉丁美洲国家更为落后。
