在这方面,喜马拉雅的不丹王国走在了世界的前面。四十年前,不丹的第四任年轻国王刚刚登基,就做出了一个异乎寻常的决定:不丹不应追求国民生产总值,而要把“国民幸福总值”作为追求的目标。从那以后,这个国家就不懈地试验全局性的替代发展方针,在强调经济发展的同时突出文化、心理健康、同情和群体等因素。
