欧洲的民主

欧洲的融合计划是前所未有的。过去一千年中,欧洲被不安的平衡笼罩,诞生了500年来领导和缔造世界和平的所有强大帝国。欧洲八九个主要国家中只要有一个威胁要谋求霸权,就会引起各国之间的一片混战。欧洲带给我们两次世界大战,即便是谋杀技巧也有一种怪异的精制,大屠杀和古拉格也必须列入欧洲畸形状况的清单。

战争过去60年后-这在历史上也不过是弹指一挥间-25个欧洲民族,包括这片大陆上几乎所有国家,都齐心协力地向着共同的目标努力,那就是确保欧洲的绝对和平。欧洲制度化消除了战争的可能性,让欧洲大陆吹起了和解的春风:法国和德国、爱尔兰天主教和新教间的关系都大有缓和、匈牙利和罗马尼亚也很快会看到和解的希望。与此同时,深层次经济融合与共同的商业政策让欧盟成了繁荣之地,相比来讲较少受到现代金融危机的影响。

今天欧盟的状况也许会让那些梦想单一联邦国家,能在军队的有力支持下提出强硬的外交政策的人们倍感失望。但忽视摆在眼前的特殊现实而去过多地关注联盟的短处也是错误的。尽管欧洲并不代表共同的政治愿望,而不过是接受相同法治管理的世界,但这并没有妨碍它成为眼下最强大的经济力量。
