援助的民主化

关心印度洋海啸并为受灾地区提供经济援助的全球热潮给这个困难重重的社会带来了希望。大灾面前,全世界的工薪家庭都打开钱袋,援助受灾群众。美国前总体比尔·克林顿称之为“发展援助的民主化”,意思是个人不仅通过本国政府提供援助,自己也亲自参与其中。

尽管死于这场海啸灾难的达到200,000人之多,可每月还有同样数目的非洲儿童死于疟疾,我把这场灾难称之为“沉默的海啸”。但非洲这场沉默的疟疾海啸在很大程度上是可以避免、也能够控制的。

疟疾在很大程度上是可以避免的,采用现有的低成本技术也百分之百地能够治愈。可非洲的疟疾患者和世界其它地区一样,根本没钱使用这些救命的技术。和援助亚洲海啸相似的行动能够改变这种灾难性的状况,每年可以拯救百万以上的生命。
