欧洲在过去几年中的一系列决定让我感到警惕。其中第一个决定的内容是:欧盟内部在作出任何关于外交政策或军力使用(除人道主义目的外)的决定时,必须奉行集体一致原则。由于必须征得各方同意,因此任何决定都无法达成,这导致欧洲无法发展出共同的外交政策。

第二个令我警惕的决定,其内容则是将欧盟的预算规模限制在仅占其GDP1%的水平上,这使得过去十年的大部分时期内,欧洲无法达成新的共同政策倡议。第三个决定则事关英国对让·卢克·德黑尼和让·克洛德·容克参选欧盟委员会主席所投出的反对票。当最后这张英国“反对票”投出之时,我曾哀叹政治欧洲的死亡,这一控诉为我招来了疾风暴雨般的批评,其中一些甚至出自朋友之口。
