北约之死

    伦敦amp#45;amp#45;北约外长会议将在下周举行,而这一组织本身却已病入膏肓。当然,所有生物都难免一死。北约明年春天将迎来六十周年纪念,人们现在好像并不急于撰写讣告。六十岁的人一般都可以指望再健康积极地活十年、二十年或者更长。但是,老头不会总在这句话现在也许应该认真思索一下了。

    人为机构就像人一样,一旦完成了任务就会以令人惊讶的速度瓦解。苏联戏剧般的解体提醒我们当人们怀疑某些机构除了满足其自身利益以外别无他用之时将会发生什么事情,以及当这些机构企图把自身转变为他物之时这些怀疑将会如何突然增长。

    当然,北约表现得极有韧性。它本应当在苏联解体、华沙条约组织解散的时候消亡,因为它的使命业已完成。但是九十年代出现了巴尔干危机,最终人们意识到只有美军才能阻止塞尔维亚总统米洛塞维奇对科索沃的种族清洗。随后又发生9/11恐怖袭击事件,使得北约做出“超出地域和任务范围”的选择成为理所当然的事情。所以北约还继续存在,并且存在于阿富汗。
