核裁军的危险之处

发自莫斯科——俄美两国最近正式签署了新一轮的的《削减战略核武器条约》(简称START)。在书面上,双方必须将本国部署的核武器数量削减1/3,而实际上,两国真正动手拆除的核武器大概只有几十件而已。

即便如此,这份条约也堪称一个相当大的成就,它促成了双边政治关系正常化,从而有利于两国的进一步合作和友好关系。

战略核武器重新成为世界政治的中心议题不仅提升了俄罗斯的政治分量,还把国际社会的目光重新聚焦在了这个俄罗斯依然可以以世界强权自居的领域。这一事件同时还在政治上帮了奥巴马一把,这位领袖正以数十年来最具建设性和进取心的美国总统的面目活跃在世界舞台上,而这一推动力在未来的几年间都可能持续存在。
